Manual web 2.0's, guest posts, private blog networks. Those 3 things are pretty big with whitehats i think. Some other people can give you more ideas.

But white hat techniques include: guest posting by contacting other website owners in your niche, press releases, quality articles on big article sites like Ezine and web 2.0s. Mostly white hat SEO entails you networking with other site owners and providing quality info on your site that gets automatically shared by others

I mean, nothing is white hat if you start link building, you shouldn't build links if you ant pure white hat. If you want to build links white hat way then this means that you should invest a lot of time to find a way where Google won't think that you are building links.
Also, I think, that white hat is a lot about your imagination. If you can think outside of the box and create opportunities in the places where other people failed you're on the good road.
It's like any other business.
If you're in the crowd it is warm but you're nowhere to be seen. If you're going solo it may be tough but you are free to create campaigns on your own in any direction you want. You can get 100s of thousands of UVs in one day with 10 minutes of work and a couple of letters written in a way that will make the people contact you back and even offer free help (social media campaign, articles on top sites, etc etc)

High PR and even more important niche related. Put in https://adwords.google.com/o/KeywordTool your website and check "Only show ideas closely related to my search terms". This will show you what Google thinks is related to your site and what Google thinks matter...

Work on relevant forums, niche blogs, social bookmarking, low OBL blog commenting, guest blogging, web 2.0, and classified ads. If you adopt white hat technique then your keywords ranking will be approve in search engine.
What's your website about? It is possible to create linkable content with reports, reviews, posts about how much you can earn in your trade etc.? If so, you can make buzz around that and get some natural links.
You can also create some websites on very specified topic - it's not white hat but it should be safe if you build high quality websites that don't look as if there wer created only for link purposes ;-)

It doesn't matter what is white or black. What matters is if we can make a link look natural so that no Googler could think it's... black, paid, unnatural etc.

A person who can merely speak of their service, and people are automatically interested.

The best way of building white hat, relevant, natural, traffic links is using Google search -> put keywords -> press enter -> select Discussions/Blogs/Videos etc..
This way it would be too relevant, high ranking sites, traffic sites and you would get the benefit.
