Link Building: Tools vs Services vs Fiverr vs __________

I work for a white hat SEO company and we build all our T1 links suing outreach software and custom written content for our publishers and any T2/T3 links we get are just obtained naturally through the viewers but we are currently considering building an additional layer of T2 links and then layering those with outsourced T3 links.

My question to all of you is what is the most effective/efficient way of creating T2/T3 links?

A linkbuilding tool like GSA? Xrumer? etc?
Outsourcing to a BHW member to have the links built?
Outsourcing to a fiverr gig or similar to have the links built?
Another method of linkbuilding that I'm not familiar with?

I'm unfamiliar with the cost and quality of outsourced links.. Is there an advantage to purchasing/outsourcing the links here compared to buying and learning how to use a linkbuilding tool ourselves?
 
Using tools like GSA and Xrummer would be great, but you also need the stuffs that comes with it, so as not to leave footprints, like the "proxies" etc.

Outsourcing to a BHW service would be great, and since it;s TR2 and TR3, then it's recommendable.

Combine all of these 3.
You don't need xrumer, use just GSA.

Be careful with t2 and t3 links, if you are doing "white hat" link building for a client. If you built legitimate links you might want to consider buffering them through web 2s.
