Link building tool where i can import .xml

Hi,

I am looking for a linkbuilding tool, where I can import a huge list of URL's. Lets say 1000 URLs.
All those Pages need some link juice. I dont care, if it I will get penaltized in the long run. I am aiming to do short term SEO.

I am not familiar with any link building tool. SO can you please recommend some, that fullfill my requirements.
