Link building strategy for micro niche site with cpa contentlock

Iam new to IM and really need some help
Wich would be the best (budget) link building strategy for micro niche sites?
I read an ebook about how to rank your content locker site easy and fast.
Its about writing one or two articles and submit them to articlebase.
And if everything goes well the article will be on the first page of google,within a couple of hours...
It sounds too good to be true.
Is articlebase still powerfull?After the google changes?
What if i pick an EMD domain(7$) and a good keyword with low competetion Get 3x700 words article plus 10 gov+Edu links(10$)
and submit them to additional 150 Pr4+ directories(5$)?
Is it enough to reach the first page,if the competition is weak and my onpage seo is perfect.
Would be cool for 20-22$
If not,can you guys suggest me something?
Any help/idea/advice would be appreciated.

Well you would need to consider spinning articles to submit to directories. Also submitting to web 2.0 platforms (blogs, wikis).

If onpage seo is perfect (which we can't know since we dont know the algos), and the niche is very easy you should see some great results.

Other than that you could take a look at scrapebox, if on budget, or xrumer if you can afford it to blast those links u build with comments or profiles.

I would love to hear some advise too.
