Go through the marketplace and look at the reviews, thats a good start.
But remember that its not just about buying links and ranking - if it was that easy everyone would be doing it.

You need to take a lot of stuff into consideration - your on-page needs to be perfect, you need to be targeting the right keywords, your inter-linking should be good, your content has to be relevant, you need a strategy for building links in terms of velocity, diversity and anchor text distribution. And lots of other stuff.

So along side your $1k investment you also need to invest a lot of time to read, learn and understand that side of things - And don't invest too much money until you understand this stuff otherwise you will be wasting it.

You may build PBN. It helps in ranking affiliate sites.

You can only be sure after testing out different services.

As many says above, you could check the reviews left by the clients for the services in market place. If you felt satisfied then you may try that service.

And, for affiliate sites, some Real sites are providing guest posts. It would be more useful IMO. Good luck!!
