Link building question

Hi guys, I started a brand new site and I'm ranking quite well for some long-tail keywords (Pages 3 -5).

My questions are:
1. Do I need to send social signals to my inner pages before sending pbn or web 2.0 links?
2. Do I need to actually get traffic before sending links?

2. YES (but normal traffic will work also)

no, social signals are not needed; but it is a nice touch to have some social signals along the way at some point.

no traffic is not needed, usually you cannot have much traffic without links.

You can send out links actually and just add social signals later. But it's not necessary to have some social signals. You can do this with or without.

For getting good traffic, make many numbers of unique content to your website, promote it
Social sharing also needed
Before and after link building there is no concept for making traffic.Just try buddy
