Are there any services that will build 15 - 20 high pr contextual links for a reasonable one time fee?

I dont want something with 100s of blog posts or spammy blackhat links. I need something quality that wont come back to hurt the rankings. A lot of my keywords are on the first page, but I need a bump to get them 1 - 5 position.

The price is going to be significantly higher for a one-off package. most services would require you to pay monthly as there are ongoing costs in running a blog network.
