Ok, here is my own experience, not the absolute truth:

* Obtain high quality links for one site

Both high quality and low quality links will do good for your site but the more high quality ones(from high PR, authority sites) the better it is. So, you can get links in dozens of ways including but not limited to

- submitting articles to article directories with a backlink to your site
- submitting your site to directories, blog directories
- submitting your RSS feed
- social bookmarking your site
- creating web 2.0 properties(squidoo, hubpages, blogger,..) and linking back to your site
- commenting on blogs leaving a backlink to your site
- link exchanging with other webmasters
- buying links without telling that to google :)
- creating profiles
- backlinks from social networks and video sites
- guest posting on blogs
- distributing press releases
...
- most importantly: creating quality content that deserves to be shared. In fact according to Google, SEO is nothing but creating relevant high quality content.

* Avoid links blocked by a "rel="nofollow" tag

That is not necessary, in fact you should have nofollow links in your link building campaign as well to look more natural. Nofollow links do not give a PR boost but they help you rank higher in the SERPs. You can use no**************** addon for firefox to check links.

* Avoid links from link farms, irrelevant forums or any illegal, spam or blacklisted sites

Irrelevancy is not important, just stay away from pages with hundreds of outbound links, i.e. spammed to death.

* No redirects, JavaScript links or hidden links.

Just build links in a transparent way and you should be good in the long term.

* Each link must be on a separate class C IP address

Not necessarily. Seperate class C IP address means that the sites are hosted at different platforms (indicating that not owned by the same person or entity). It is better to have links from different domains/web sites but having lots of links from one site, like squidoo, ezinearticles or such authority sites is also good.

Good luck in your SEO efforts, do not overcomplicate things just start building backlinks and in time you will learn what works for you and what not.

what do you mean by guest posting on blog- like payperpost?

There are lots of blogs that allow you to make guest posts. You can search such blogs like:

"your niche" + "guest post"

or

"your niche" + "write for us". You might also add "powered by wordpress" to find wordpress blogs.

Though, you may not find one in your niche.
