Link Building Outreach - Does it need to be CAN-SPAM Compliant?

If I'm sending emails to people about offering content they should link to, do I need to include an opt-out link and physical address (CAN-SPAM compliant) in order for it to be legal? I think it's fair to say that link building outreach is not a solicitation. I'm sending outreach by hand and not harvesting emails.

Are these people on your mailing list? If so, then yes. Especially if you just added them there.

If you are sending a couple of business e-mails then no, or if you are contacting existing customers, no.
