Link Building - is Google checking for relevant links already?

    From my experience and observation it already is, or if not I have no idea how one of the sites that I am competing with is on page number 1 in Google, plus that site has no blog and its made in flash, yet it has only 12 external links, but links are highly connected and top of the shelf.

    Any ideas how it got there?

    A few good relevant links can outrank a lot of (good/bad and irrelevant) links

    I checked the site, looks like aged authority site to me, has lot of indexed pages, PR of 3 and domain is almost 15 year old.

    I am more interested in how you are possibly making money on something going after the same keywords as a site about the city gardens of Chicago. What in the world is it you are selling?
