Feb of 2013 I put 1000 web 2.0 package on a new site and its been ranking #3 for a medium ky since then. I get about 250 visits a day from just that one keyword.

I have a forum account with 12k posts of relevant content which drives traffic everyday. Not sure about the seo of it all but for me its about local traffic.
I think spammy forum accounts with 15 posts are useless.

There's far too much on this topic to put it in a single post, but sumusikooo is right to a certain extent - if a link can be easily classified as spam by search engines (e.g. most forum profiles, blog comments w/ 1000s of links, etc.) you probably shouldn't bother.

There are a few people on here selling packages, I have had the same success with them. Back them up with some Sape links and you can rank some good keywords. Costs between $20 - $40.

After X amount of posts you get access to the buy/sell section where you can buy SEO services from other members, don't remember the post count though. And don't just spam "thank you" posts or you'll get banned before you make it

WEB 2.0 works good now, compared with all. You need to diversify your links, if you have only one type of links coming to your site it will get penalty by google, it looks suspicious.
So, mix the link sources. When ever you going to get backlink directly to you money site spend few seconds researching the source of the site. Make sure that site is not affected by any updates in the past, how many OBL that page/site has, the website is your niche relevant, etc.,
If you have money then make use of guest blogging and press releases. It will drive traffic and also gives you a backlink.

high PR private blog networks that are not spammed (your posts stays on home page at least till google comes home for dinner), work like a charm.

Create backlinks from domains that have PR of 3+ and Alexa of 200,00- The best way way to find those domains is by researching the backlinks of your competitors that rank well. You can use service like ahrefs, ibacklinkpro, majesticSEO etc to get list of backlinking sources that your competitors have.

Privite network blog and do-follow blog comments OBL less then 60 backlinks is totally safe from penguin.
