Link building - how many links per week?

Depends.. if the links are coming from shitty sources like link farms and sites that have fuck all to do with your niche, then yes.
If you have a decent product launch (for example) and have shitloads of bloggers and newswires reporting about you, then Google sees that as natural organic buzz and will benefit your site.

Make it look natural. Bursts of many links from press releases, RSS feeds, and things like that are all natural. Google does not penalize this. A sudden influx of backlinks from 100 new blogs all created within a single day is not natural. This goes for blog comments and forum comments. So use common sense.
As to social bookmarking, I would dripfeed a small handful each day at different times.
Also, study the top ranking sites in your niche and see what their backlinks and backlinking habits look like. That's where you get info for getting to the top and staying there for the long haul.
There are free tools all over the Internet to do this with. Google "backlink analyzer" and other similar phrases, then fiddle with different programs to see which work best for you.

Stumickel sums it perfectly. Its got to look natural...and relevent.
A story on CNN could get 1000 backlinks in 10 mins...it wouldn't get penalised as they had done it before and google works on trends and patterns
If I setup a new domain and did the same, I'd be gone in days if ever ranked
It's not a method, it's an example
CNN is a very big news tv channel, so for example if a story appeared on it there could be many back links very quickly, but G would know that this happens a lot when a story breaks on the news so would see this particular instance as very natural.
Not so with a new low profile blog or website.

I think what members are trying to say is there needs to be some scale in reference to the size of your site. A five page mini-site shouldn't get links as quickly as a PR6 site that is several yars old and 1000 pages. I think common sense comes into play.

If i were you,i would first write one excellent article on my niche topic and submit it to ezinearticles.com and target as many links as possible to the article page URL,so the article on the enzinearticles.com would get heavy link juice and as a result my domain will get high PR with little effort and my domain is not sandboxed because the link is from an authority site,which is considered to be legit.
you can also spread the link throught other authority sites link hubpages.com,squidoo.com,youtube.com and don't forget to do the same steps for these sites also.

Why do you care about adding 1000 links? Why don't you add a million irrelevant links, what does it matter?
Here is an idea. Purchase an additional site with the keywords in the domain name, build all the backlinks to that site, then have the feeder site link to your main site. Launder the link juice so that it has keyword authority.

I would pay attention to what Balajicivil said.. this is a great method, and works great still to this day! I say spend the first week or so of a site launch doing natural building like listed above... write an ezine article on day one, then on day two build a lens pointing to the article, then on day three hook up a hub page and do the same...
Come week two you can start to submit 1 or 2 unique articles from the actual site to popular bookmarking directories... maybe at the end of the second week hook up some youtube link juice pointing to the ezine page, as well as the actual site...
Do this naturally for the first month and you'll be ranking in no time at all!

I don't think getting too many links at once will get you penalized by SE but again I'm not sure Google does funny stuff.
The logic behind is if getting too many links in short time gets you penlized then too many poeple will start using this against their competitor!
