Regarding geo ranking, you can set domain name to target only German visitors through Google webmaster tools

Would this apply to hebrew too? Just came across this, and I need to rank an Israeli site, but my pbn's are in english and places I buy links are in english. Could I put hebrew content on an otherwise english pbn?
Any suggestions here?
