Link Building for Italian Sites

Hi, I've a stupid question to do... so please don't blame me. I've some italian sites and i want to do some good link b., my question is, can i acquire link in english sites to do good link building or it's a stupid thing think about that?

How it's important geolocalization for link building?

for linkbuilding geolocation is not that important. you can build links to boost your PR and position in SERP regardless of the websites location. Geolocation is only reflected by the targeted traffic and quality of it.

then go to Italian directories and blogs comments as much as possible in Italian language

I've a well positioned website, 4 years old, and with 6-10k visit/day from about 2 years. I want to grow up traffic, but i've little fear that if i boost pr (now is 4), Google would be penalized me... Because i don't have so many backlinks (about 1 at month), but it's all white hat.

your linking text just needs to be in Italian. You are going to be shocked how easy it is to rank in foreign languages. Seriously you can take down some huge terms really easily. Its awesome.
