Which tier link building is good to rank keywords(low and medium)?

Money site - General PBN - Web 2.0 - Profile Backlinks - Social Media Sharing
Money site - Niche PBN - Web 2.0 or General PBN - profile Backlinks - Social Media or any ( mention here )

which one is the best and why?

First try to build high PR Web 2.0 and articles to money site
bookmarks and profiles to tier 1
comments blast for tier 2

Index those links and give it some time
check the SERP
if it goes up continue building otherwise try to add PBN links to money site
 
The first one will do good but make sure the total of your contextual links are more than your profile backlinks. I would also add links like edu, gov, guest post, semi private web2.0 for diversity. Also mind your anchor text distribution. Always go with the brand domain and naked URL.

Niche PBN is also recommended as long as you have no problems with budget as it's not cheap.

thank you for your suggestion. am just planning to start a new service here may it will useful for me. So general PBN with Web 2.0 will be the good choice right? when you buy Links from seller which criteria you will see first?

If you're on a budget, the best option is Tier 1 PBN > guest post or niche edit > money site

Don't you think google is already against PBNs and will be banning more networks moving forward? Especially after the June 3rd core release

Well it was always against them (since the time they came out). However, that didn't stop people using them and having good results, right?
 
As far as I know, crowd links from forums are safer nowadays and can give you the real result and link juice.

google is against all blakhat, but you dont see people stop using them. PBN is still valid. your own pbn is the key to success that is you are able to build it and manage it. otherwise, get it from reputable providers here.

why? because the more targeted your PBNs are, you will get better results
 
I am sure that the safest and the cheapest way of correct link building is crowd marketing. From the very beginning, I had some hesitations about such a method, but now I am using crowd links along with PBN links and always get the positive result in several niches. There are few companies that can provide you with high-quality crowd backlinks, you can try some of them and just compare the result in the end.
