Is link building is best the way to boost our website's traffic ?

Why not? Do it correctly and that's the best way to drive in traffic!

short term? Nope.... Press Releases, PPC and social media are the best way.

But for long term, yeah, link building is probably the best way..

Linkbuilding is very broad. If you purchase a press release with links, you will be technically doing linkbuilding and it will drive traffic
If you purchase a guest post in a blog that it's not very read, it won't drive traffic, although if the blog is very niche-linked and for some weird reason have links from very good sources, it wont drive traffic itself, but it may pump your SERP ranks which will bring some traffic.

But if your site is not greatly driven by you, regardless of your linkbuilding process, it will not rank greatly.

Say better that linkbuilding is just one of the pieces of the puzzle of traffic generation.

It depends on your definition of "best". Also, link building alone probably won't be enough; you also need to work on your content, your on-page optimization and your keyword research. All of that together will be a great way to boost your traffic, but it will also take time, money and resources.
