I am currently promoting a website which is doing quite well. Check this thread if interested.

I was basically link begging, but I would only get a reply from maybe 3-4% of emails I sent to webmasters.

Now I'm thinking of offering money for links (Asking webmasters to link to me and pay for referals. Great for SEO+ traffic+looks whitehat). I am thinking of paying them per every legit visit from their website or a flat rate. Their websites look like shit, but still rank for my keywords. I'm ranking #10, they are 20+ but if I get links from them I could rank #5-6 which will bring huge traffic.

How should I go about doing this? Just send an email explaining what I want to do? Also how much should I pay?

The worst you can get is rejection. Don't know if I would target people that are targeting your exact keywords. Maybe find others, but stay within the same niche? A nice monthly price will definitely entire them, since it'll offer them a reliable income stream. Worth a shot. Good luck!

They rank for my keywords because it's a general article about my keyword, not aimed at dominating the serps but for general information.

How much money is okay for 1 link from a page that could be getting 0 traffic (Dead page, but ranking in google)

Paying money is the best method to rank top position. I suggest you to pay the money for one time to have a link for life time. Also calculate how much money you make if you were in the first page so you know the worth for buying a link.

Oh gotcha. The price would depend on the keyword competition. Going to be difficult to say! I would start low, but give the impression that you're willing to negotiate! This way they'll have an opening to give you a price. Just avoid paying too much. Make sure the link is worth it and will bring in enough revenue to cover it.

Most links bought primarily for SEO purposes are paid for per month, so pay a fixed price per month for each link. Prices vary depending on the site, webmaster/owner, keyword popularity and profitability, etc so can't tell you how much to pay. As cobaltblue87 advised, avoid paying too much.
