what are way to avoid for paypal to get limited, and do you verify a ss, thanks

You don't 'avoid' PP account limitations, you perform risk management by creating a plan to restore them if they get limited. Create a new faux PP where you have the docs to verify the account from the beginning, ready to use if something happens. JV with someone to use their SS/ address in order to restore the account with real info, etc.
