Limited PayPal Question

Hi

I have read many posts where people say if your PayPal gets limited, forget about it an move on. Now if there is still money in this account, why forget about it? Doesn't PayPal release the funds after 180 days? Even if you used fake details to register why don't people just get a Payoneer account in their real name and withdraw the money to this account? From what I read PayPal cannot see the owner of the bank account.
