Ad was approved on fresh personal ad account after about 1 hour. It says limited by search volume, so I added more keywords. The added keywords were also approved.

It's been 4-5 hours since the approval. However, 0 impressions, and 0 ad spend. Stuck on "Limited by search volume".

Anyone have any idea why this is? Is it a manual review?

I dont know seems like some kind of review for new accounts I had this problem and after some time the ads started running

How long did it take for your account to start spending?

I waited for like 2 days and decided to promote something else and created a new campaign and added less competitive keywords then in a few hours started spending, but in my case the ad was not showing because of low ad rank.

So, new account + competitive keyword caused the problem for you? But I'm searching on Google for my keywords using different IP's and no one is bidding for them.

whats niche ? Cause maybe some keyword lock but I cant say it before having the niche

It could be due to low search volume or targeting too narrowly, and while it's not necessarily a manual review, it may take time for impressions to start as your keywords gain traction.

it might just be a slow start sometimes it takes a little while for the ad to get going or your keywords might still be too niche. Just give it a bit, and if it’s still stuck, try broadening your targeting!

Try a new account perhaps your account has been held and it cannot be spent

Review the estimated volumes for the keywords you are targeting. If they are low search but high potential ROI niche, your competitors may be paying top dollar to secure the limited traffic.
