Do YouTube likes/dislikes actually have a concrete affect on rankings (within YT)? I made a new video last week, and I'm about to purchase 25,000 views from a supplier and was wondering if it'd help me enough if I had a couple hundred of them?

Not only quantity, but quality of the views like Average View Duration affects on the ranking.

You are going to have to test it out, most likely, likes/dislikes do affect the ranking.

They affect really much because people are interested in wathcing good videos. And the main criteria on YouTube is like/dislike bar. So the main thing you should focus on is to make videos better as much as you can so people would watch them rapidly.
