That isn't necessarily true, it really depends on how quality your comments are. If they are spammy and fake, possible.

We use mechanical turk to generate a ton of really good on topic comments, works great

Check to be sure your comments.txt file is properly formatted. It needs to be the full Youtube URL, then a comma, then your comment. Also no quotes or other text delimiters.

Also, I tried submitting for a license key at the website, but I got this:

"We are offline for scheduled maintenance: Saturday Aug 13th, 2016 from 2:00 am to 5:00 am (ET).

If you have any questions please contact our Support Team toll-free at 1-888-792-1961 or by email at [email protected]."

Not sure I will be able to use the link after said maintenance is over, and it seems a lot of people aren't receiving the e-mail from it anyway. Do you think you can send me the key and so on at [email protected]? Thank you.
