What kind of backlinks does this site have so DR isn't growing at all?

That’s weird af. Why would ahrefs devaluate it’s own metric like that if it knows the site is ranking nicely?It's totally unimportant.
The website is not spammy at all. It's an affiliate site whom owner did the job in the way it needs to be done.
It seems ahrefs’ algorithm needs an adjustment...

But the links found are some kind of lists of websites, so, very low quality and irrelevant links. The DR is correct. The traffic comes because it ranks on many keywords obviously, that's something they track but they don't track the PBNs. The rest of the links comes as 0.2 DR
