i don't think your statement is true. it's all about the usefulness of that tool (of course it depends on your skills too).

would you pay $1000 to get $2000 for every month?

I own this tool because it is effective... thats it!
 
it isn't that good as everyone talks. it definitely improves your serps, but still it won't give you top 5 results.
 
20 sites in top 100 with minimal effort sounds good to me...
