Technically "everything" is illegal when it comes to marketing online because you are using tools and softwares that go against the T&C of those sites.

Breaking the Terms & Conditions of a website can get you banned. But other than that, unless you actually broke some law, then it won't get you arrested. Worse case scenario is if you cause some kind of consequential damages to the website that can be proved, then they might even be able to sue you over it.
There are a lot of activities that have been legislated against. Spam being the most obvious example. While it might be stated in a websites TOS that spamming is not tolerated, that's not why it's illegal. Spamming is illegal because there is legislation that created laws regarding it.
Most blackhatters will steer away from things that are totally illegal. It doesn't matter how much money you make if the law is just going to take it away from you, or even worse if they throw you in jail as well.
There's a lot of blackhat things you can do that are perfectly legal. There's a lot of things that could be illegal. There's also a lot of things that might be questionable. There's reasons that people like Nik Richie keep an attorney on retainer to make sure his website stays within the law. Anyone making money doing something that is in any way questionable legally should consider doing the same.
It's probably best to try sticking with things that aren't breaking any laws. Until you know what your doing it might be too risky to try anything that might be questionable. Even if you do know what your doing you would be well advised to stay away from anything that is definately illegal.
The goal of IM is to make a lot of money, not end up locked in a cell somewhere with a guy named Bubba who thinks:

Now to answer the OPs question...
Most friend adders, and similar programs aren't illegal, although most will get you banned by the targeted websites for using them at all. Just using them for adding friends probably won't break any laws, some other features might get you into legal trouble if they involve sending spam messages.
