We have a comment card in one of our B&M stores that customers fill out. They don't have any problem filling these out, but we can't seem to get those same people to actually go to a website and leave us a review. Is it "white hat" to create random accounts on yelp/kudzu/etc and then use their review they wrote?

Calling it "White Hat" would not be accurate but it doesn't mean you can't use the reviews.

Interesting post.
I am wondering how yelp/google reviews etc. will look at this - because if you fill/post those reviews up yourself.
They will probably be coming from same IP etc.

As long as you vary accounts / IP / etc it'll work, but not necessarily "white hat"

I would call it gray hat. Although if your clients are actually leaving you a good reviews then I don't think there is any harm. People always orders fake google palces reviews to help rank their page better in SERP's. I won't suggest you to put all of them from same IP and or all at once.

Best approach is to randomly post them in drip feed fashion to lower the risk of getting them removed.
