if you want to create custom solution, I would suggest you to try Python , It's really awesome scripting language, very elegant and very easy to learn.
For example I need to create a static webpage with python it's like 15lines of code , where as in C/VB it takes around 100+ lines. If you need any reading materials or tutorials on python feel free to drop a pm.

having a good Photoshop skills, then i would suggest you go with web designing first. Because web designing most of the time requires a good Photoshop skills.
Go with HTML and CSS first, after you get comfortable and wanted to add functionality then incorporate php.

I second codecademy - It can teach you a lot in a short amount of time.
