Leadbolt Content Unlocker Question

My website has been approved for leadbolt. For this example, I want to lock page 1 and page 2. If I create one unlocker and set the access time to 0, and someone fills it out correctly on page 1, will they also get access to page 2 for an unlimited amount of time? Or should I create a content locker for page 1 and a new locker for page 2?
