Does anyone know what sites I can sign up for so I can offer lead submits (surveys, zip, email, etc.).

I would rather just promote the ones that don't require credit card info.

Looking for some like background checks, win a free iphone, ipad, ps3, etc.

You're looking for cpa networks?
Maxbounty,
COPEAC,
Adscend,
etc. to name a few.

Those should all have what you're looking for.

Most CPA networks have those...you should just talk to your affiliate manager and ask about them. You want to find offers that are cost per lead, not cost per sale.
