Im launching new software - nothing SEO based but need to know if there is a single place to submit it - such as tucows.

Or any tips on getting the word out - its windows based util

I've recently done the same thing. It's a PITA to gain exposure to a new app. CNET seemed to be a good choice though. As soon as they listed it, we were listed on a bunch more sites automatically
