Well I found success in targeting local SERP though. You'll need to register a local country-level domain, and also a Google business page, which must be verified by its address. These 2 can funnel local traffic to you accordingly, based on the locally searched keywords.

Do not just use keywords stuffing in the title, but make a catchy user friendly title of every URL in the website
like
Suppose keyword is "SEO agency"
Then create title in this manner -
"Domain name | Your Online White hat SEO organic agency in Perth WA"
Title up to 70 characters

Your competition is not just the first 10 results, those are the strongest. You have to analyse the sites on at least 3 pages of Google to see what is really going on with a keyword.
