Laptop touchpad not working . When I restart the system there is a sign appearing with hand image and a cross there. Has there been some change in settings ?

Try pressing FN + F7 keys at the same time. Or the keys may be different for your laptop brand/model, you can Google what the keys are to toggle your touchpad on/off. Hoping you just disabled it by mistake.

Do you have a usb mouse to attach? Does it show any kind of error message if you hover over that sign, assuming it's the touchpad icon that's crossed over.

It does not let me hover over that icon . It appears for few seconds only.
