Should I get notebook to run seo tools like xenon poster, senuke, bots, etc i know they say laptops r stronger? But I see cheap notebooks with quad core or i3 processors with 4 mb ram on notebooks? I'm confused the specs seem ok but I'm not in the technical know! Any help appreciated?

Notebooks are supposed to be lighter and more mobile than laptops with the computing power as the trade-off.
However, there are no real guidelines to differentiate the two so the choice depends on how much you'll be using it together with the system requirements of the programs you'll be using (IE the effective use of Photoshop requires some decent computing power).

Depends, running 24x7 a desktop is better but will use more electricity. Desktops are far more upgradeable and powerful but laptops are more convenient. I use several of each for my work plus I like redundancy because computer do fail even Macs. I would go with a full blown laptop, notebooks with weak processors with limited memory will only frustrate you.

It's easier to just use a VPS. You won't even have to upgrade your internet for more speed/bandwidth.
Even if you buy a good cheap notebook still you have to have electricity + 24 hours running your notebook to have your schedule tasks of softwares running timely... Its time to think for a Windows VPS i believe best option you connect to vps anytime from mobile or computer or laptop and put your all softwares remotely running from a server with 100mbps line
