I don't have coding experience nor designing skill, so I normally just use those landing pages creator with templates eg Wishpond, Groovefunnel and SwipePages.
I love Swipepages now as it loads super fast.

I do it myself using HTML + CSS and JS. And let me tell you it is way better to create such landing pages from scratch as those will be much better in terms of speed and On Page SEO. At least that's what I think .

If you have the time learning basic html / css and using a free code editor like "brackets" is the way to go.
If you don't have time but have the budget you can use tools like: Landerlab (personally used it & it's good)
Another platform I've personally used is "Purelander" which is cheap, has a ton of CPA LP templates in there too but it's a little out of date.
Lastly a quick google search brought up this free tool called "Bitlanding.com" but not sure how good or CPA useful it will be

I usually using WordPress + elementor (plugin - i am not arfiliates with them) for CPA landing page, especially for some content to lock with content locker.

I either write my own html code or modify competitor landing pages. I'll remove as much code and external links as possible to improve the loading time. I wouldn't recommend anything beyond 2 sec as it could make you lose a lot of traffic. The mobile traffic requires faster loading speeds as the users are heavily impatient when compared to desktop users.
