    I would like to find out if seo keywords are interchangeable or do they have to be in the exact phrase order that they appear on adwords.

    I am creating a new website and I have a list of keywords that I want to use on page, examples:
    keyword 1: luxury accommodation london
    keyword 2: self-catering accommodation london
    keyword 3:holiday accommodation in london

    I want to combine all 3 keywords to make it one long tail sentence e.g"luxury self-catering holiday accommodation in london"

    Will google rank me for all 3 keywords as 1 combination or will this keyword not count at all as it is not exact phrase?

    It's best to keep them fixed in titles and headings. But in description you can combine them the way you did in your post.

    Also, when working with keywords and changing the word placement, don't fall for Keyword PLaner's bullshit about the search volume. It will show identical volume for keywords like "where to buy a cheap car" and "a cheap car to buy where", but they're different.

    you can rank for all top 3. Make strong backlinks with all those anchor text and you can rank for all. As for keywords in page, try sub-headings around those keywords.
