Keywords: how to format them correctly?

I always had this doubt.
Is it better to list them as

HTML:

keyword, about, my, website, generic, again

or

HTML:

keyword about my website, generic keyword, generic keyword again

?
I'm talking about Wordpress, or manually written easy html pages as well.

Maybe that's why my webpages aren't ranked well.
