keyword tool competition filter question

Does the competition filter in google keyword tool mean it is either high/low competition for the the search in general or that it is high/low competition for the CPC ?

It just mean high/low competition for adwords... not necessarily for SEO.

thanks that makes sense, I only asked as I have seen people say that when searching for micro niches they look for low competition, which in fact is the opposite way it should be done because the more competition the more people bidding for adds on your site.

Usually they are relevant because if advertisers find a good keyword, then they buy it on Adwords, but they also build sites out of it too. They don't usually mean the same thing, but sometime they can be close. I hope you understand what I was trying to say.
