Keyword Stuffing Works?!

Hey guys. There's a site that's ranking number 1 for a local search term and after looking at the page I found out that he's keyword stuffing.

In the linked image there's highlighted text. It's all H1 and filled with website related keywords.



I was wondering what could I do about this? I would like to drop their ranking.

LOL WHY? Dont hate the player hate the game if you cant beatem join them...
