How can I discover hashtags that interest a clients website? Any 'free' ways?

sites like buzzsumo is very useful as well as fast indexing for certain trends.

You can take a one month semrush free trial, search for semrush reviews, many blogger that do affiliate with them offer one month free by cliking their links.

Then after the month pass make another one with a new credit card and email etc, so basically if you found 12 good friend you can go for one year of free trial.

It let you the time to make it and then you can take the normal subscription.
 
Brainstorm. Your hashtag will be representing your brand, but it also needs to be short and memorable.

Research. Check if it's already in use.

Promote. Write about your hashtag on all your social media channels and monitor.
