if you do service+city, google will hardly give search volume except for popular one. However many local SEO folks..create city specific pages

There is no search volume for GMB terms, you can see in GMB dashboard for witch keywords your GMB was found, and then use tools to see what search volume those keywords have. The point is to do the same keyword research as you would do for organic and then to rank for them your GMB.
