Keyword Question

If a keyword has low competition, but the top sites are sites like cnet and other big companies, is it a good idea to choose this keyword?

For me the real competition indecator is a number of index pages and edu/gov/wikipedia in top10-20.
If cnet is there I guess it is a "download..." keyword right? Then, if the software is not like Photoshop or MS Windows, you will be able to rank with an EMD and good website.

its actually a review by cnet, and it not a download. But other big companies are there too, so I don't know if that'll be good
