Keyword planner tool is confusing me

The Monthly search avg in the Keyword Planner is confusing, its numbers aren't even close to be near Adword keyword tool, I had some long tail keywords, I tested them in both tools, Adword Keyword Tool says that the keyword has 100k Monthly search, but in Keyword Planner is says only 70. I'm planing to go through a Youtube+CPA journey, but this issue keeps bringing me back.

Keyword Planner is exact search count and average over last 12 months where Adword tool default is Broad match.

So before comparing results, make sure both sides are using same filters i.e exact match, Global searches

But in Keyword Planner, Exact and Broad are same, Monthly Search number won't change.

It's always Exact in Planner, and why the hell you need broad?
