Keyword List Question: Is it too precise?

Hey guys. I need some help. I'm trying to figure out if my keyword list is way to precise. I have 7 main keywords that I'd like to target. I then attached modifiers (beginning and end) to those keywords.

Something like:

best (Modifier) sandwich (Keyword) in town (Modifier)

I have around 200 variations for each main keyword. I wanted to make them phrase match.
So, is this to narrow or too precise? Would I be better off just running with the main keywords and no modifiers?
 
Just use obvious modifiers like

Near me in my area nearby

Or whatever modifiers are common in your market. Use keyword shitter and find out the common “intent qualifiers”

90% of results will come from 10% of KWs anyway, just go after good KWs first. Then if you need volume, run BMM stuff to gather ideas.

Solution :

Create 2 Campaign
- one with Helper or Modifiers.
- second only with main keyword.

Run Both of them on alternative days..... and Boom with in a week you will see which one is good for you ... as every city have different mindset of people...
 
The modifier example is OK, but most keywords with "best" can be difficult to rank or i can say it isn't much unique, since everyone is claiming to provide the best service in the area.
