what is the best tool to know keyword difficulty?
It depends on what you want to do with your tool.
if you want to analyze top 10 first page result, then Market samurai is pretty neat.

I don't know if it's the best, but I like Keyword Revealer a lot.
Keyword revealer to me is pretty decent too. But to save me time and having to think too much, I like comparing notes with Traffic Travis and if they agree, I stop thinking.
Ah btw, currently, i am a tester for Keyword Ocean by S4ntos, I will have to say they are extremely good man. Currently they are better than other tools in the market. I am unsure when will it be out yet. But it certainly be on my to-buy SEO tools list.
I suggest you to use Google KW planner to get Search volume and Manual Analysis for Competition.
I second market samurai as well, its a great tool.
There is also a new tool coming to BHW soon I beleive, but I think its in beta testing at the moment.
You can get the SEO Revolt to check the difficulty. The Free Edition will allow you to check the top 10.

Have a search in G for kwfinder (I can't post links). I use the free edition sometimes for difficulty checking, if I am feeling lazy
