This happens when you first launch an ad with a new URL on your account. Try waiting about 10 hours. If it doesn’t help, then you need to increase your ad rating and bid per click.(

The easiest way I've come across is, to put the keyword in Keyword planner, and it won't show you any result for that. Instead would refresh with a black response.

What's the ad? If it's whitehat, it's no big deal, wait or restart the campaign, but if it's blackhat, it's an indicator that your account will be blocked soon
