Are key generators fake? And if so then how do you monitize without getting banned? What content locking networks allow fake content?

My 80% revenue come from the same kind of stufss. but i dont use any reputed cpa network for this kind of website. And if i do then i talk directly to my AM if they allow this kind of site on not. do that u will be surprized

Theres wholesale sites (knock off alibabas) that people are already doing this. Instead of ordering an os or a piece of software, they just send you a key instead to use to activate.

If your traffic converts good, I think all networks will be ok with this.
