Static proxies are just proxies with a static IP address. That means the ip of the proxy remains fixed for sometime (this would mean several things: like the IP is fixed during a particular session. Or it's fixed for all seasons. Depends on the terms of your provider)

It does not matter where this static IP address is coming from. It would be from a datacenter, or it would be from a residential ISP providing a static IP (this is usually done for small businesses)

Residential Proxies meanwhile always mean that the proxy's IP is from a residential ISP. It may or may not be static.

Just like the other posts said. Rotating residential proxies will give you access to millions of IP's from real users in every location. Static proxies will give you proxies direct from the ISP's that don't rotate. Depends on your use case which will be best for you
