So there is a lot of talk about governments trying to control the internet. I'm new to the blackhat scene and I just interested to see the levels people are going to keep under the radar of not just the government but of google too.

I have done some research and found things like tor and stuff but was really wondering what everyone else was doing?

Black-hat isn't about breaking the law its about legally gaming the system for your benefit. You have no need to worry.

If you are that worried, don't mess with tor if you found out about it in ref. to wiki

Tor and vidallia is bad,as people will be using your connection to view illegal pornography. If you need to be anonymous for privacy, and pretending to be from another country/part of the u.s. Then get HMA VPN PRO. They offer 18,000 different ip's of which 13,000 are located in the U.S.

HMA VPN is a pain in the a** to use with multiple youtube accounts, constant text or phone verification purposes.
