Keep on building links. If you don't, you're likely to lose your ranking over time as your competition builds more than you.

If the keywords has no many competition, I will build once and let's see.
keyword phrase in quotes under than 10,000 in google search, usually easy to rank at first page with couple high PR backlinks.

It's depend on your niche;keywords and competition to build once or to keep building it.

why don't you take a snapshot of the links generated by your top 4 competitors for your keywords and track the changes week by week?

this way you can judge what you have to do to maintain the links.

there are tools for keeping track of competitor's progress in that sector.
