JV with a Programmer

I want to build an SEO application
I know how and what to do
I want to work with a programmer that has a LOT experience with automation

Any programming language that can process massive amounts of data and simulate browsers without footprints (perl? suggestions WELCOME)

Someone who can dedicate full time to this
This application would break the bank on seo
Mods are also welcome to enter this off course

This will be so groundbreaking that it would make link building of the past in old methods obsolete
